Waste lamps contain concentrations of toxic heavy metals.  If they are disposed of in landfills without proper treatment these toxins are released into our environment.  As of 1999, between 450 and 500 million fluorescent lamps are disposed of by businesses in the United States each year.  That relates to 30,000 metric tons of mercury contaminated waste being disposed of in US landfills.

While used fluorescent lamps are hazardous waste; the Universal Waste rule makes it easier to recycle them by allowing the use of a common carrier, instead of a certified hazardous waste hauler, for shipment of the lamps to a recycling facility.
